Background: In 2009, Equality Texas worked with Rep. Veasey's office to draft language which would require the Texas Attorney General to conduct a study to examine the success of the James Byrd Jr. Hate Crimes Act and identify barriers to the effective use of, and prosecution under, the Act. The result of this work was HB 616. Rep. Veasey filed similar legislation in 2007 (HB 2612). HB 172 is identical to the 2009 bill and is currently filed in the 82nd legislative session.
