In 2013 Attorney General Greg Abbott issued opinion GA-1005 which laid out a road map for how governmental bodies could offer employee benefit programs that are inclusive of same-gender partners while complying with Texas Law. HB 1747 would establish competitive benefit programs based on AG Abbott’s guidance for state employees. Texas must remain competitive to attract top talent. This bill would allow state agencies to offer competitive benefits.
